I am working with a leading construction and infrastructure organisation seeking an experienced Pre-Construction Manager to join their growing team in New South Wales.
This is a key leadership role responsible for driving the pre-construction function, managing bid strategy, tender submissions, opportunity pipelines, and client engagement across a range of commercial, infrastructure, and specialist projects.

Key Responsibilities

  • Led the national pre-construction function, managing bid strategy, tender delivery, and opportunity planning across multiple business units.
  • Directed bid/no-bid decisions by assessing commercial viability, project risk, and strategic alignment.
  • Developed winning bid strategies, value propositions, and client-focused solutions to maximise tender success.
  • Managed end-to-end tender submissions, ensuring compliance, quality, and on-time delivery.
  • Oversaw estimating activities, reviewing pricing, cost plans, and commercial assumptions to achieve competitive outcomes.
  • Managed a national pipeline of public and private sector opportunities, providing forecasting and tender performance reporting to senior leadership.
  • Coordinated multidisciplinary bid teams, facilitating tender reviews, risk workshops, and project handovers.
  • Built and maintained strong relationships with clients, consultants, subcontractors, and key stakeholders to support business growth.
  • Developed tender templates, capability statements, and submission resources to improve consistency and efficiency.
  • Worked closely with operational teams to ensure bids were commercially sound, practical, and aligned with project delivery objectives.
